Biography
Mr. Kamara joined the Central Bank of Liberia (CBL) in 2000. He spent seventeen years of his professional career in the Regulation & Supervision Department and served as Director of the Department for ten years, and two years as Director of Research, Policy & Planning Department. He was appointed as Senior Technical Advisor to the Executive Governor in 2020 up to his retirement in April 2025. Mr. Kamara is currently serving as a consultant at the CBL in the role of a Senior Technical Advisor to the Executive Governor, providing technical support in several areas of the Bank’s operations. Mr. Kamara has led several important reforms at the CBL, including the modernization of the monetary policy framework, the currency changeover (2021-2024), the adoption of Risk-Based Supervision, amendment and restatement of CBL Act (2020), the transition of CBL’s regulatory and supervisory oversight of the insurance sector, and support to ongoing modernization of the National Payments System, just to name a few. Mr. Kamara is one of the founding members of the College of Supervisors of West Africa Monetary Zone (CSWAMZ). He holds a Master of Arts degree in Policy Economics from the Center for Development Economics (CDE) at Williams College, Massachusetts, USA, and a Global Master’s of Arts degree in International Affairs from The Fletcher School of Law and Diplomacy, Tufts University, Massachusetts, USA.
