Mr. Jay Gbleh-bo Brown, II

Mr. Jay Gbleh-bo Brown, II is a senior financial sector professional at the Central Bank of Liberia (CBL), where he currently serves as Director of the Regulation & Supervision Department (RSD). In this capacity, he plays a central role in shaping and implementing Liberia’s financial sector supervision and is a member of the Monetary Policy and Financial Stability Committees of the CBL. Mr. Brown previously served as head of development finance, supporting financial inclusion and MSME financing agendas. His work spans policy formulation, regulatory coordination, and the design and oversight of flagship initiatives, including the Access to Finance, national financial inclusion and education frameworks, and the modernization of credit infrastructure: the Collateral Registry and the Credit Reference System. At the CBL, Mr. Brown supports the Executive Management Team, coordinating multi-stakeholder engagements with government ministries, financial institutions, and international partners such as the World Bank, European Union, IMF and the AfDB. Mr. Brown holds a Master of Arts in policy economics from Williams College, USA and a Bachelor of Business Administration from the African Methodist Episcopal University (AMEU), Liberia. He is an Adjunct Lecturer of International Financial Markets and Financial Risk Management at AMEU in Monrovia. His academic background and professional certifications underpin his strong analytical approach to banking, risk management, and development finance. He regularly bridges theory and practice through research supervision, curriculum development, and policy-oriented writings. Overall, Mr. Brown is recognized for combining technical depth, policy insights, and practical implementation experience in advancing Liberia’s financial-sector development agenda.
