Biography
Mrs. Miatta O. Kuteh brings over eighteen years of experience in banking operations and payments at the Central Bank of Liberia (CBL). In 2018, she transitioned into the role of the first Director of the Payment Systems Department, where she leads a team of professionals responsible for overseeing Liberia’s payment systems landscape. In this capacity, she ensures that all payment service providers and operators function within a framework that is secure, efficient, accessible, and properly regulated. Mrs. Kuteh is at the forefront of national efforts to digitize Government of Liberia (GOL) payment, receipts and advance payment system interoperability through the implementation of the National Electronic Payment Switch (NEPS). This initiative is instrumental in strengthening the country’s digital financial ecosystem. Miatta serves as the National Coordinator for the implementation of the Pan African Payment Systems (PAPSS) in Liberia, promoting cross-border payments and integration within the African continent. Her commitment extends to regional and international levels, where she actively participates in committees and working groups such as the African Inter-Regional Payment Systems Integration Task Force (the Association of African Central Banks), Zonal Payment Systems Committee (WAMZ) and the PAPSS Oversight Committee (PSOC), and the Digital Financial Services Working Group (DFSWG) of the Alliance for Financial Inclusion (AFI). Her leadership continues to foster innovation, strengthen collaboration, and shape the evolving payment Systems and digital finance landscape on the African Continent. As a Certified Digital Finance Practitioner (CDFP) from the Fletcher School and the Digital Frontiers Institute, Mrs. Kuteh combines technical proficiency with policy acumen, championing financial inclusion and interoperability across both Bank and non-bank financial institutions. Mrs. Kuteh also has a Master of Business Administration (Finance & Banking).
