Biography

Madam Elhosary currently serves as General Manager of the Regulations Sector at the Central Bank of Egypt (CBE), a position she has held since 2024. In this role, she is responsible for developing and issuing regulations related to financial inclusion, fintech, and payment systems. Marwa joined the CBE’s Regulations Sector in 2015, where she has contributed to the development and introduction of policies, regulations, and initiatives aimed at strengthening the regulatory framework and advancing financial inclusion. In addition to her regulatory responsibilities, she oversees the Memoranda of Understanding (MoU) Department and coordinates international cooperation with other supervisory and regulatory authorities. She also serves on several CBE committees and task forces, including the Sandbox Evaluation Taskforce. Marwa represents the CBE on a number of regional and international platforms. She currently serves as Vice-Chair of the Global Standards and Policy Committee of the Alliance for Financial Inclusion (AFI) Board. Previously, she served as Chair of AFI’s Financial Inclusion Data Working Group, contributing to international discussions and initiatives on financial inclusion data and policy. Prior to joining the CBE, Marwa worked at the Egyptian Money Laundering and Terrorist Financing Combating Unit (EMLCU) from 2008 to 2015 as a Senior Analyst in the Examination and Investigation Department. During this period, she contributed to drafting AML/CFT regulations and monitoring their implementation. She also participated in Egypt’s Mutual Evaluation conducted by the Middle East and North Africa Financial Action Task Force (MENAFATF). Marwa began her career in 2002 in the private banking sector, working for an international bank operating in the Egyptian market. At Arab African International Bank (AAIB), she served as a coordinator among various departments and played a pivotal role in the procedures related to the acquisition of an Egyptian bank. She was also recognized for her contribution to identifying and selecting an appropriate new core banking application for the bank. Marwa holds a Doctor of Business Administration (DBA) degree, with a major in Finance and Investment. Her doctoral research focused on “Determinants of Capital Adequacy Ratio in Commercial Banks Operating in the MENA Region.
